Although it's not as ideal for 2D animation as it is 3D, Blender is free to use, and professional as anything. It's one of those "too good to be true" softwares, and it can be rather complicated. But don't worry. You'll get the hang of it. I recommend it highly. I used it for 2D before I acquired Clip Studio Paint.
